The Bay Sarasota Funding and Implementation Strategy
Alex has helped the Bay Conservancy and several predecessor community organizations advance a positive redevelopment vision for 75 acres of underutilized downtown waterfront land in Sarasota, Florida. Alex worked with his colleague Candace Damon, the Co-Chair of HR&A Advisors, Inc., to guide the community through the articulation of guiding principles to shape the district, and assist a coalition of civic organizations in advocating for the vision plan. Candace and Alex helped create the Sarasota Bayfront Planning Organization (SBPO) to lead a waterfront master planning process in partnership with the City and community groups, and subsequently helped the SBPO select a master plan design firm to plan for a new park. Alex and Candace then oversaw implementation and financial planning for the district, while also supporting governance and programming strategies. Following unanimous approval of the master plan by the City Council, they supported the implementation of the plan’s first phase, including the successful creation of a new tax increment financing district to fund a portion of project costs.
