Invest Atlanta Tax Allocation District Strategy
Beginning in 2012, initially while working as a consultant at HR&A Advisors, Alex has advised the City of Atlanta on its tax increment financing districts, which in Georgia are known as tax allocation districts (TADs). These districts collect incremental property taxes from new and existing development into funds that can be deployed to support new investments in infrastructure, open space, affordable housing, and other economic development projects. Alex worked with HR&A co-Chair Candace Damon on an initial strategy to more effectively deploy revenues to address community needs, and then subsequently led a series of completion analyses for the City’s TADs that demonstrated to Atlanta’s City Council the degree to which each district had advanced toward addressing various initial goals such as reducing poverty, attracting private investment, and building out public amenities such as transit and parks.
